Senate Constitutional Amendment No.5 (SCA-5) is currently one of the most controversial proposals, with each side debating whether or not the amendment is constitutional. The purpose of SCA-5 is to give voters a chance to repeal parts of Proposition 209, which bans California’s public employment, contracting and education from using race, gender, ethnicity or national origin for consideration, therefore allowing these institutions to use affirmative action. Supporters and opponents have split perspectives on the effects of SCA-5, indicating a rift in opinions of affirmative action. Overall, both sides have distinct ideas of equal opportunity.
